Rural & Cooperative Programs 

Some areas in Maryland do not participate in retail electric competition (also known as retail choice), including municipal and rural cooperative systems. These community-owned, non-profit utilities purchase energy at wholesale prices and pass the savings directly to their customers. The municipal systems in Maryland are:   

  • Berlin Municipal Electric Company
  • The Easton Utilities Commission
  • Hagerstown Municipal Electric Light Plant
  • Thurmont Municipal Light Company
  • Williamsport Municipal Electric Light System 

Similarly, rural cooperatives like A&N Electric Cooperative and Somerset Rural Electric Cooperative operate on the same model, providing energy at cost without offering choice.
