The Jane E. Lawton Conservation Loan Program (JELLP), a program of the Maryland Clean Energy Center, offers loans to Maryland nonprofit organizations, local governments, Maryland businesses, and state agencies to finance up-front costs for energy efficiency and conservation projects to benefit their facilities and operations. Comprehensive projects that include multiple measures to maximize energy cost savings and greenhouse gas emissions reductions are highly desired. Read the full Funding Opportunity Announcement.

Note: Effective July 1, 2026, the Maryland Clean Energy Center has taken over administration of and assumed responsibility for servicing all existing JELLP loans. Program Info
Acting as a revolving fund, the JELLP offers three financing structures based on applicant profile and loan type:
- 3% Interest Rate for all eligible businesses and non-profit organizations in the State of Maryland requesting a micro loan

2% Interest Rate for all eligible businesses and non-profit organizations in the State of Maryland requesting a traditional loan

0% Interest Rate for all Maryland State and local governments and their instrumentalities
A total of $5,000,000 is anticipated to be appropriated to loans in FY27. Processing and approval of applications is subject to availability of funds. The Center shall annually reserve for at least 90 days 20% of the money from the Fund that is available for financial assistance under the Program for loans to nonprofit organizations.
