REQUEST FOR PROPOSALS - Traffic Safety Design Certification and Installation Inspection

The Maryland Clean Energy Center (MCEC) is requesting proposals from qualified firms to provide services related to the certification of design and inspection of installations for Electric Vehicle (EV) charging stations across Maryland. The selected firm will ensure that all designs and installations comply with relevant local, state, and federal codes and regulations, including traffic safety, accessibility (ADA), and electrical safety standards, specifically CFR 23 and CFR 680. Specific requirements may vary per location.

REQUEST FOR PROPOSALS - WOODY BIOMASS COST-BENEFIT ANALYSIS FOR RURAL COUNTIES IN MARYLAND

The Maryland Clean Energy Center (MCEC) is seeking proposals to conduct a cost-benefits analysis on the increased use of woody biomass heating in Mountain Maryland. The successful offeror will deliver a comprehensive report detailing the potential economic and environmental benefits, with a focus on how increased biomass utilization impacts environmental justice and underserved/overburdened communities in the region. The goal is to provide a clear and thorough assessment of the advantages of woody biomass heating.

Proposals must clearly communicate to each specified audience, addressing relevant concerns, highlighting the environmental impacts, economic potential and impacts, as well as policy recommendations based on analyses.

REQUEST FOR QUALIFICATIONS - TOWN OF CHESTERTOWN, MD SOLAR DEVELOPMENT

Through this Request for Qualification and Proposal (“RFQ”), MCEC seeks to establish a partnership with a qualified party(s) (“Vendor”) that will support the implementation of a solar project that will serve the town’s municipality and local community. The Vendor will be responsible for managing the solicitation of Community Solar membership and the administration of the Community Solar accounting. The intent is for the Community Solar to be restricted to Chestertown residents or businesses, with 50% of the Community Solar power output dedicated to Low and Moderate (“LMI”) households.

REQUEST FOR PROPOSALS - TECHNICAL AND COMMERCIAL DUE DILIGENCE SERVICES RELATED TO THE CLIMATE CATALYTIC CAPITAL (C3) FUND

The Maryland Clean Energy Center (MCEC), acting as a statewide green bank, is seeking proposals from firms interested in providing technical and commercial due diligence services to enable successful investment and management of the Climate Catalytic Capital (C3) Fund.

MCEC is seeking to procure the services of a vendor(s) to provide broad advisory services to enable MCEC to meet the Technical and Commercial Due Diligence requirements of the C3 Fund’s Services. The services will include:

  • Consulting and analysis related to technical and commercial aspects of proposed clean energy projects;
  • Development of a due diligence framework or “playbook”;
  • Training of MCEC staff in technical and commercial due diligence best practices;
  • Evaluation of MCEC technical and commercial capabilities and growth objectives in this area;
  • Evaluation of scalability strategies related to growth objectives.

The desired overall outcome is the deliverables pertaining to Fund Management, Investment Screening, Technical and Commercial Due Diligence to support implementation of the statutory mandate for MCEC to successfully operate the C3 Fund.

REQUEST FOR INFORMATION - USING PRIVATE AND PUBLIC FUNDS TO LEVERAGE FEDERAL LOANS FOR CLEAN ENERGY IN MARYLAND

Through this Request for Information (RFI), MCEC seeks to gather information regarding the potential use of State funds to implement the priorities outlined in Maryland’s Climate Solutions Now Act and associated Climate Pollution Reduction Plan, the Clean Energy Jobs Act and Clean Energy Future package (collectively, Clean Energy Laws”), and leverage federal financing from the U.S. Department of Energy’s (DOE) Loan Programs Office (LPO).
