Maryland Smart Energy Communities (MSEC) FY25 programs
Designed to support local governments, state agencies, non-profit organizations, educational institutions, and communities as they engage in sustainable, long-term, clean energy policies and projects that lead to reduced energy usage and greenhouse gas emissions, increased cost savings, and robust clean energy and economic development.
Solar Energy Equity Grant Program
Funds under the SEE Program are provided for the design and installation of solar photovoltaic (PV) energy-generating systems on the homes of Marylanders that experience low-to-moderate income, or are in overburdened or underserved communities.
Jane E. Lawton Conservation Loan Program (“FY25 Lawton Program”)
Program Purpose: To identify and install energy conservation measures and improvements in eligible facilities that reduce energy consumption and cost.
Department of Housing and Community Development (DHCD) -Energy and Home Repairs Programs
DHCD partners with local governments, nonprofits, community development organizations, economic development partners, and builders to construct and rehabilitate homes for Marylanders and fund strategic neighborhood revitalization plans to improve disinvested areas.
Maryland Energy Assistance Program (MEAP)
Provides financial assistance with home heating bills. Payments are made to the fuel supplier and utility company on the customer’s behalf.
Weatherization Assistance Program
Helps eligible limited income households across the state with the installation of energy conservation materials in their homes.
EmPOWER Maryland Limited Income Energy Efficiency Program
Helps limited income households with installation of energy conservation materials in their homes at no charge.
Office of Home Energy Programs (OHEP)
The Office of Home Energy Programs (OHEP) provides bill assistance to low-income households in the State of Maryland to make their energy costs more affordable and help with the prevention of loss and the restoration of home energy service.
Electric Universal Service Program (EUSP)
Helps limited income households achieve more comfortable homes with the repair or replacement of heating, cooling, and water heating systems.
Arrearage Retirement Assistance
Helps customers with large, past due electric and gas bills. If eligible, customers may receive a grant for up to $2,000 towards their past due bill.
Utility Service Protection Program (USPP)
Protects low-income families from utility turn-offs during the heating season. Must be MEAP eligible. Participation also requires a year-round even monthly budget billing.
Weatherization and Energy Efficiency Services
Referral program that sends customer information to the Maryland Department of Housing and Community Development (DHCD) for programs that can provide improvements and repairs to homes at no cost.

Arundel Community Reinvestment (ACR) Fund
The ACR offers loans up to $100,000 to be repaid over three to seven years at zero percent interest. Loans are limited to 90% of total project costs.Eligible improvements include renovation and upgrades to building exteriors and site improvements, including landscaping.

Focused Neighborhood Assistance Program
The Focused Neighborhood Assistance (FNA) Program facilitates common area as well as selected, qualified individual home improvement projects in older residential communities within Montgomery County. The Program utilizes Community Development Block Grants (CDBG) to assist homeowner communities with targeted improvement projects, which includes the full costs for architectural and engineering design services specific to each community project.

Division of Energy
Sustainable Energy’s objective is to provide reliable and environmentally sound energy solutions that enhance the quality of life of Prince George’s County residents while concomitantly maximizing energy savings. The program coordinates the County’s efforts to reduce the three Cs of energy: consumption, cost, and carbon emissions.
Environmental Office
The mission of the Department of the Environment works for a healthy, beautiful and sustainable County through programs that provide clean water, flood control, recycling and waste management, litter prevention, sustainable animal management and pet adoption in partnership with residents and other stakeholders.
Housing Investment Trust Fund
The Housing Investment Trust Fund (HITF) serves as a vehicle to provide Gap Financing with an emphasis on supporting the development of new construction, rehabilitation and preservation of existing affordable housing while targeting households earning up to 120% of the area median income (AMI).
Green Energy Loan Program
As part of the Prince George’s County Green Bank, FSC First will administer (originate, underwrite and service) the program to provide financing for building energy efficiency improvements, energy conservation and renewable energy measures.
Energy Efficiency Grant
The Clean Energy Program, Energy Efficiency grant award provides up to $7,500 in funds for residential energy efficiency measures, in addition to Pepco and Washington Gas incentives.
Solar Energy Grant
This grant award, coupled with state energy incentives, provides assistance to residents to access the benefits of solar photovoltaic (PV) and/or solar water heater upon the successful implementation of energy-efficiency (electricity and natural gas) measures.
