MDPACE Program Manager
The Maryland Clean Energy Center (MCEC), is seeking an experienced Program Manager to lead the implementation, management, and growth of the Maryland Property Assessed Clean Energy (MDPACE) program, MCEC’s statewide commercial PACE program.
At the project level, this position supports transaction facilitation, coordination among lenders, property owners, contractors, and local jurisdictions, and ensures projects progress efficiently from origination through closing. At the programmatic level, the Program Manager plays a critical role in strategy development, program expansion, policy alignment, stakeholder management, and performance tracking to ensure the MDPACE program meets Maryland’s climate and economic development goals.
This role operates with a high degree of autonomy, reports to the Chief Investment Officer and collaborates with other teams in MCEC on a regular basis. Success in this role will be measured through program growth, transaction execution, capital deployment, stakeholder engagement, and expansion of MDPACE utilization across Maryland jurisdictions.
MCEC is a not-for-profit corporate instrumentality of state- created statutorily by the Maryland General Assembly. A Board of Directors, appointed by the Governor, provides oversight for the organization.
MCEC serves as a statewide green bank with a mission to transform the energy economy in Maryland by increasing clean energy jobs, driving commercialization of technological innovations, and enabling consumer adoption of clean energy products and services. MCEC facilitates access to capital through leveraged or direct investment and operates financing programs targeted to serve various consumer audiences, and underserved communities. The Center provides specialized procurement and technical services to facilitate and expedite project implementation.
ESSENTIAL FUNCTIONS
Program Management & Implementation
- Lead the day-to-day management and administration of the MDPACE program.
- Oversee program workflows, timelines, and stakeholder coordination to ensure efficient project execution.
- Maintain and continuously improve program guidelines, policies, locality agreements, and standard operating procedures.
- Identify opportunities to scale program deployment and enhance program accessibility across Maryland jurisdictions.
- Track program utilization, deployment metrics, and pipeline activity.
Transaction Coordination & Project Facilitation
- Serve as a primary point of contact for MDPACE transactions from initial inquiry through closing.
- Coordinate among property owners, lenders, capital providers, contractors, legal counsel, and local governments.
- Support review of project documentation, including applications, financial materials, and technical reports.
- Facilitate communication to ensure timely execution of agreements, approvals, and closings.
- Assist in resolving transaction-level challenges and removing barriers to project completion.
Stakeholder Engagement & Market Development
- Build and maintain relationships with: Commercial property owners and developers
- PACE lenders and capital providers
- Contractors and project developers
- Local governments and participating jurisdictions
- Conduct outreach and education to increase awareness and adoption of MDPACE financing.
- Represent MCEC and the MDPACE program at industry events, conferences, and stakeholder meetings.
- Support expansion of the program into new jurisdictions across Maryland.
Program Strategy & Policy Alignment
- Support strategic planning to expand and enhance the MDPACE program.
- Monitor policy developments, market trends, and regulatory changes affecting PACE financing.
- Recommend program enhancements to improve efficiency, scalability, and impact.
- Ensure alignment with Maryland’s climate goals, decarbonization strategies, and economic development priorities.
Performance Tracking & Reporting
- Track and report on key program metrics, including: Project volume and pipeline
- Capital deployed
- Energy savings and emissions reductions
- Support preparation of reports for internal leadership, state stakeholders, and program partners.
- Maintain accurate program data and ensure compliance with reporting requirements.
Equity & Access Initiatives
- Support strategies to expand access to MDPACE financing for underserved, disadvantaged and historically underinvested communities.
- Collaborate with stakeholders to identify opportunities for equitable project deployment.
- Integrate equity considerations into program design and implementation.
Cross-Functional Coordination
- Collaborate with internal teams including finance, legal, communications, and leadership.
- Support alignment between MDPACE and other MCEC financing programs, including Climate Catalytic Fund initiatives.
- Assist in development of marketing materials, program communications, and outreach strategies.
Additional Support
- Support the Finance Department as needed, including assistance with administrative and operational tasks, loan servicing, and compliance with relevant regulations and standards.
- Collaborate with other MCEC departments to ensure data needs are met and to support cross-functional initiatives.
QUALIFICATIONS & EXPERIENCE
- Bachelor’s degree in finance, public policy, business, engineering, or a related field (advanced degree preferred).
- 5 – 8+ years of experience in clean energy, commercial real estate, project finance, infrastructure programs, or program management.
- Experience working with or knowledge of PACE financing, commercial real estate transactions, or structured finance.
- Experience coordinating complex commercial real estate, project finance, infrastructure, or structured financing transactions.
- Experience working with public-sector, quasi-public, or mission-driven financing organizations preferred.
- Strong understanding of clean energy project development (e.g., solar, energy efficiency, HVAC, electrification) preferred.
LICENSES AND CERTIFICATIONS Possession of a valid driver’s license meeting the requirements of Maryland law and other Maryland Clean Energy Center (MCEC) Policies. PHYSICAL DEMANDS Visual requirements for computer activities are essential. While performing the duties of this job, the employee is routinely required to talk, hear, sit, walk, bend, and stoop, reach with hands and arms, use hands and fingers. WORK LOCATION AND SCHEDULE MCEC supports a hybrid work environment. This position is primarily based at our College Park, MD office, with a combination of on-site and remote work to support collaboration, efficiency, and program needs.
WORK ENVIRONMENT The candidate will be expected to be results oriented and perform responsibilities with an appropriate sense of urgency cognizant at all times of strict timeframes. Success in this position will depend on ability to work effectively in a fast-paced, dynamic environment. The noise level in the work environment is usually quiet to moderate. MCEC generally allows for hybrid work environment. MCEC’s office is located in College Park, MD.
SALARY RANGE The anticipated salary range for this position is $100,000 to $120,000 annually. Actual compensation will be determined based on factors such as relevant experience, skills, education, certifications, and internal equity.
