The Maryland Clean Energy Center (MCEC) has issued a Request for Information to gather input on a proposed Residential Solar Financing Program that would deploy its Climate Catalytic Capital (C3) Fund to accelerate rooftop solar and battery energy storage system (BESS) adoption across Maryland. MCEC would like to hear from lenders, fintech/digital platforms, program administrators, aggregators, contractors, community-based organizations, and other partners about how to design the program and who could help deliver it.
This is not a Request for Proposals. It is a market-input exercise that will inform MCEC’s approach to procuring and/or partnering with various stakeholders for implementing a residential solar financing program in Maryland. MCEC intends to launch a new program by September 2026.

Anticipated initial C3 commitment: $3M to $5M, deployed over roughly 2 to 3 years, with potential to scale through state, federal, philanthropic, and private capital.
Financing tools under consideration: loan loss reserves, interest-rate buy-downs, and co-lending/participation
Goals: expand affordable solar financing across the income spectrum, lower borrower costs, leverage private capital, support contractors and with a particular emphasis on improving access for low-to-moderate-income (LMI) households.
