Expanding Solar & Storage
The Maryland Clean Energy Center (MCEC), in partnership with the Maryland Energy Administration (MEA), has launched a $5 million Strategic Revolving Fund (SRF). This initiative is designed to accelerate the deployment of solar photovoltaic (PV) and energy storage systems across affordable housing communities in Maryland.

Program Overview
Supported by the Strategic Energy Investment Fund (MEA-SRF), the program provides a $4.5 million revolving line of credit to Enterprise Community Development. An additional $500,000 is dedicated to program administration and rigorous oversight to ensure the fund’s long-term success.
This fund addresses the financing gaps that frequently delay or stall clean energy projects at affordable housing properties. By providing capital for early-stage development, the SRF ensures that sustainable energy solutions move from concept to construction.
How the Revolving Fund Works
The SRF operates as a self-sustaining financial tool. As projects are completed and the line of credit is repaid, the capital is recycled back into the fund to finance new projects. This ensures that the initial $5 million investment continues to support solar deployment and energy affordability for years to come.

Projected Five-Year Impact
The Strategic Revolving Fund is expected to achieve significant measurable results for the energy landscape and Maryland residents over the next five years:
- Renewable Capacity: Deployment of approximately 9.22 megawatts (MW) of onsite solar
- Property Reach: Implementation across 62 affordable housing properties statewide
- Annual Energy Production: Generation of approximately 10,604 megawatt-hours (MWh) of clean energy
- Community Benefit: Support for 6,106 low- and moderate-income households, helping to reduce energy burdens and increase grid reliability
Accountability and Implementation
MCEC and Enterprise Community Development will manage project implementation over the five-year term. The program includes ongoing monitoring and reporting to ensure all projects meet performance standards and deliver the intended economic and environmental benefits to Maryland communities.
