Dr. Karen Wayland

CEO, GridWise Alliance
Dr. Karen Wayland is a nationally recognized expert in energy and environmental policy, with extensive experience in government and non-profit leadership. Through her firm, kW Energy Strategies, she provides strategic consulting on grid modernization, coalition building, and communications to clean energy companies, environmental organizations, local governments, and foundations. Dr. Wayland’s prior experience includes the U.S. Department of Energy and work on energy and climate legislation for Speaker of the House Nancy Pelosi and then-Majority Whip Senator Harry Reid. She currently serves on DOE’s Electricity Advisory Committee, chairing the Smart Grid subcommittee, and holds board positions with the Energy Futures Initiative Foundation, Keystone Policy Center, and the Center for Sustainable Energy.
Rep. Johnny Olszewski

U.S. House of Representatives (MD-02)
Congressman Johnny “Johnny O” Olszewski, Jr. proudly represents Maryland’s 2nd District, which includes major portions of Baltimore County, Carroll County, and parts of Baltimore City.
A lifelong Marylander who believes in the power of public service, Olszewski is a former public-school teacher, has prior service in the Maryland House of Delegates, and was twice elected as Baltimore County Executive, where he led the state’s third-largest jurisdiction and managed a $5 billion government enterprise.
In the state legislature, Olszewski became the youngest person ever elected Chairman of the Baltimore County House Delegation. A staunch advocate for working families, Olszewski led efforts to provide earned sick leave, raise the minimum wage, and served as a defining vote to secure marriage equality in the State of Maryland.
As County Executive, Olszewski worked to build a better Baltimore County, committing record funding for public education and providing near-universal free community college for county residents. Olszewski made open, transparent, and accountable government a signature of his administration, creating the county’s first public campaign finance system, establishing the county’s first Office of the Inspector General, and launching a signature series of annual Budget Town Hall meetings.
During his tenure, he also led the charge that lead to enactment of bipartisan police reform; passage of bipartisan gun safety legislation; the establishment of the County’s first dedicated Department of Housing and Community Development; the launching of Baltimore County’s first free, fixed-route public transportation service; all the while making record investments in public parks and open space. Olszewski also led widely-praised local government responses to the COVID-19 pandemic and the tragic collapse of the Francis Scott Key Bridge.
A product of public schools and a first-generation college graduate, Olszewski holds a bachelor’s degree from Goucher College, a master’s degree from George Washington University, and a Ph.D. from the University of Maryland Baltimore County.
Olszewski lives in eastern Baltimore County with his wife, Marisa, his daughter, Daria, and their rescue dog, Yachty.
Frederick Hoover

Chair, Maryland Public Service Commission
Frederick H. Hoover was appointed Chair of the Maryland Public Service Commission by Governor Wes Moore for a five-year term beginning on July 1, 2023.
He most recently served as Assistant People’s Counsel in the Maryland Office of People’s Counsel, representing residential consumers of public utilities, retail energy suppliers and other entities before the Maryland Public Service Commission, courts and federal agencies.
Chair Hoover served for more than seven years as director of the Maryland Energy Administration, responsible for coordinating energy policy for the state of Maryland. He subsequently held positions as director of both MEA’s Division of Energy Programs and Division of Renewable Energy. He is a former senior director of the National Association of State Energy Officials, where he directed the electricity policy program including the fuel and grid aspects of both transmission and distribution networks including modernization, renewable energy, and energy efficiency.
Chair Hoover was a founding board member of the Maryland League of Conservation Voters, an organization dedicated to holding elected officials at the legislative and executive level accountable for environmental issues. He was a member of the Maryland Cybersecurity Council.
He serves on the Board of Directors for the Regional Greenhouse Gas Initiative (RGGI) and is a member of the National Association of Regulatory Utility Commissioners (NARUC) Committee on Consumers and the Public Interest and the Committee on Electricity. He was recently appointed to NARUC’s Washington Actions Program, the group that represents NARUC’s interests before federal executive and legislative entities.
A resident of Annapolis, Maryland, Chair Hoover earned his law degree from the University of Baltimore, and a bachelor’s degree from Mount Saint Mary’s University. He also completed Harvard University’s John F. Kennedy School of Government Executive Education Program in Economics and Environment.
Del. Dana Stein

Speaker Pro Tem (District 11B)
Dana is a member of the Maryland House of Delegates and represents District 11B in Baltimore County. He was first elected to the House in 2006, served as Vice Chair of the House Environment and Transportation Committee between 2015 and 2023, and has been Speaker Pro Tem since January 2024. He also serves as chair of the Environment Subcommittee of the Environment and Transportation Committee.
Dana is the executive director and founder of the Baltimore non-profit Civic Works. Participants rehab homes, build parks and gardens, make improvements in the homes of senior citizens, and grow fresh produce at an urban farm. Civic Works also operates a high school in Baltimore, REACH Partnership.
Prior to establishing Civic Works, Dana practiced law for several years at Squire, Sanders & Dempsey in Washington, D.C. He has a B.A. in government from Harvard University, a law degree from Columbia Law School, and an MPA from Princeton University. He and his wife Margaret live in Pikesville with their three kids.
Sen. Brian Feldman

Chair, Senate Education, Energy, and the Environment Committee (District 15)
Maryland State Senator Brian J. Feldman, both an Attorney and a CPA, is Chair of the Senate Education, Energy, and the Environment Committee. Brian serves on the Executive Nominations Committee, the Rules Committee, and the Legislative Policy Committee. He is also a member of the Maryland Commission on Climate Change and the Maryland Economic Development Commission. Nationally, as a member of the National Conferences of State Legislators, he serves as Vice Chair of the Task Force on Energy Supply, and as a member of the Task Force on State and Local Taxation and the Committee on Natural Resources and Infrastructure. Brian also represents Maryland as a member of the Southern States Energy Board. Numerous honors and awards have been conferred on Senator Feldman for his work in the Maryland General Assembly on clean energy. In 2019, Senator Feldman sponsored Maryland’s landmark “Clean Energy Jobs Act” and was recognized by the Community for Solar Access as a “Legislative Champion” and by the Chesapeake Climate Action Network as a “Climate Champion” in 2022. Brian serves on the Board of Directors for the Metropolitan Washington Council of Governments. Senator Feldman and his wife, Janice, have two children who graduated from Montgomery County public schools.
I. Katherine Magruder

Executive Director, Maryland Clean Energy Center
Throughout her career Ms. Magruder has been focused on the balance of environment, economy, and cultural character in effective sustainable economic development.
As Executive Director of the Maryland Clean Energy Center, since 2009, Ms. Magruder manages the statewide green bank working to advance the commercialization and adoption of clean energy products, services, and technologies in Maryland. She collaborates with multiple state and federal agencies, along with utility and private sector partners, to implement climate mitigation and adaptation initiatives. In this role she operates financing programs, administers grants, engages in business development initiatives, oversees outreach, and monitors associated public policy activity.
Previously, as Chief of Staff at the University of Maryland Biotechnology Institute, Ms. Magruder was responsible for strategic planning, staff management and external relations. During appointment as the Director of Resource Based Industries at the Maryland Department of Business and Economic Development (Commerce), she focused on sustaining the agriculture, forestry, mining, fisheries and maritime industry sectors. Working in key positions with various municipalities, Ms. Magruder led local and regional agribusiness, cultural preservation, and ecotourism initiatives to benefit communities on the Eastern Shore of Maryland.
Kathy is a member of the American Green Bank Coalition and currently serves as co-chair of the Association for University Research Parks Climate Technology & Building Caucus. She holds seats on the Maryland Power Plant Research Program Advisory Committee, the Maryland Industrial Partnerships Advisory Board , the Metropolitan Washington Council of Governments Climate, Energy & Environment Policy Committee and is appointed to the Governor’s Economic Competitiveness Sub-cabinet for Maryland.

Valencia McClure

SVP of Governmental, Regulatory, and External Affairs, Exelon
Valencia McClure is the senior vice president of Governmental, Regulatory and External Affairs (GREA) for Maryland and D.C. In this role, she leads strategic engagement with government officials, regulatory bodies, and community stakeholders to advance the company’s mission and strengthen its presence across both states. Valencia has 15 years of experience with the company and was most recently vice president of Governmental and External Affairs and Pepco region president at Pepco Holdings. Prior to that, she had a13-year tenure with Exelon, holding roles in Communications and Governmental and External Affairs at Exelon Generation and BGE.
Rep. Sarah Elfreth

U.S. House of Representatives (MD-03)
Sarah Elfreth broke barriers in 2018, becoming the youngest woman ever elected to the Maryland State Senate. Over six years, Sarah built a reputation as one of Maryland’s most effective legislators, passing 91 bipartisan bills into law. Her work has focused on issues that directly impact Maryland families, including protecting the Chesapeake Bay, expanding prenatal care, and supporting veterans with PTSD. She has been recognized as “Legislator of the Year” by numerous organizations and serves on the Chesapeake Bay Commission, helping coordinate State and federal environmental clean up efforts. Known for her collaborative approach, Sarah brings people together to solve problems and do what’s right.
Now Congresswoman, Sarah looks forward to representing the communities of Maryland’s Anne Arundel, Howard, and Carroll Counties with the same energy and dedication to partnership on Capitol Hill. A proud graduate of Towson University and the Johns Hopkins University, Sarah lives in Annapolis with her dog Ollie, where she enjoys hiking, being on the water, and collecting oyster plates.

Delegate Joe Vogel is a leading voice for climate action and climate innovation in the Maryland General Assembly. Joe’s results-oriented approach to legislating challenges the norms of gridlock in both parties to take on big issues by expanding opportunity. His bill created the Climate Tech Founders Fund, making major investments in climate technology start-ups to support entrepreneurs and address climate change. He secured public funds for small, minority, and women owned businesses working on climate solutions to ensure Maryland’s green economy was built for all, not just a select few. He’s recruited CEOs and industry leaders across the state in the efforts to make Maryland a global leader in climate innovation.
Joe was born in Uruguay and raised in Montgomery County. He earned his Bachelor’s degree from The George Washington University and a Master in Public Policy from the Harvard Kennedy School of Government. Outside of the legislative session, Joe works for KABOOM!, a non-profit building high-quality, sustainable play spaces for every child.

Graham Dodge

Vice President, Venture Development, TEDCO
Graham Dodge is an award-winning entrepreneur, author and patented inventor with experience developing entrepreneurial ecosystems and open-source communities. Through his work at the Mid-Atlantic Gigabit Innovation Collaboratory (MAGIC) in Westminster, Maryland he established 1 Million Cups Westminster, the Autonomous Robotics Innovation Center (ARIC), the Westminster Angel Network, Good Game Fest, and StartUp Lab. In his role as President of the PathCheck Foundation in Cambridge, Massachusetts, he has led the development of open source software and standards used by Google Health and the World Health Organization (WHO). As an entrepreneur he co-founded SMGB Technologies, Shield Pals and Sickweather, the latter of which was recognized as one of Entrepreneur Magazine’s 100 Brilliant Companies. He is also a technology accelerator veteran as an alumni of Techstars, 500 Startups, and Plug And Play Tech Center as well as an active mentor to countless other startups through his work at Johns Hopkins Technology Ventures and the National Science Foundation’s Innovation Corps (I-CORPS).

Henry Mortimer

Henry Mortimer has served as the director of The University of Baltimore’s Center for Entrepreneurship and Innovation since August 2017. The Center, which celebrated its fifteenth anniversary in 2021, provides support and assistance to all UBalt undergraduate and graduate students who are intent on establishing an enterprise. In his role as director of the center, Mortimer has expanded on his well-established role as a facilitator, problem solver and source of inspiration for entrepreneurially-minded women and men in the metro region. The University of Baltimore, which was founded in 1925 by city-based business leaders who sought a way to educate Baltimore’s working adults, is ideally positioned to help entrepreneurs succeed. Mortimer, founder of Baltimore-based Mortimer Communications and an important voice in the metropolitan area’s growing ecosystem for start-ups and small businesses, previously served as an entrepreneur-in-residence at UBalt. He also has been involved with a number of Baltimore-area incubators and business education providers, including ETC, Betamore and Towson University. He frequently teaches workshops for emerging and established entrepreneurs. Through his communications firm, which he founded in 2008, he helps entrepreneurs understand their niche in the local business community and how they can own their origin story―from “elevator speech” to strategic planning and execution. Mortimer holds a B.A. in English from Bucknell University.
Adam Strott

Economic Development Manager, City of Annapolis
As the Economic Development Specialist for Allegany County, Adam Strott developed lasting partnerships with public and private actors, resulting in tens of millions of dollars of investment in the environmental technology sector. He authored the CleanTech Research & Development Grant program, a collaboration between Allegany County and the University of Maryland Center for Environmental Science Appalachian Lab, which has accelerated the growth of emerging climate technology and attracted additional investment from the Maryland Technology Development Corporation (TEDCO) and Maryland Industrial Partnerships (MIPs). A proponent of the circular economy, he has recently been named the Economic Development Manager for the City of Annapolis. His work will focus on preserving and growing the City’s unique maritime economy, while also nurturing an emerging climate capital ecosystem.
Judy Costello

Director of Economic Development Special Projects, Office of the Montgomery County Executive
As Director of Economic Development Special Projects, Judy Costello works for Montgomery County, Maryland’s County Executive on a variety of business growth, retention, international and domestic attraction activities. This includes working with businesses of varied sizes and industry sectors to funding, facility space, promotion, technical advice and referrals, and other support. Before joining Montgomery County, she worked for BioHealth Innovation (BHI), a Washington, DC area nonprofit focused on growing the biohealth industry in the region, as Managing Director of Economic Development. Prior to joining BHI, she served as Director of the Maryland Department of Commerce’s Office of BioHealth and Life Sciences and as Deputy Director of the department’s BioMaryland Center. In these positions, she worked to grow the state’s biohealth cluster by supporting industry recruitment and retention, commercialization, workforce, non-dilutive and dilutive fundraising, international soft landing, partnership, and promotion activities.
Judy previously managed the nonprofit Business Alliance for Innovation and Entrepreneurship organizing venture pitch forums, entrepreneur bootcamps, technology transfer showcases, educational seminars, and other programs connecting entrepreneurs, faculty innovators, students, and industry leaders in Maryland, DC and Virginia with each other and with those providing funding and other resources to young companies. Before serving as Executive Director of the Business Alliance, Costello held positions in financial services marketing, economic development, and university public relations in New York City, Virginia, and Washington, DC. Judy is a graduate of Georgetown University, and holds a MBA from Loyola University in Maryland. Born in Washington, DC, she grew up on a farm in Western Pennsylvania, and has lived in Montgomery County, Maryland supporting entrepreneurs and other growing companies in the region since the mid-1980s.

Ed Gibson

Director of Emerging Technology, Pillar Innovations, LLC
Ed currently serves as the Director of Emerging Technology for Pillar Innovations and has served in that capacity since early 2024. In this role, Ed is responsible for identifying new technologies, sector advancements, and monitoring regulatory change in the energy industry. He collaborates with and provides thought leadership to the business and stakeholders. Pillar has worked in the energy industry since 2007 with parent company, Beitzel Corporation, being in the industry for over 50 years. Ed’s other roles at Pillar include Senior Systems Engineer, Automation and Controls Department Manager, and Manager of R&D Engineering. In those roles, he was responsible for electronic product development, testing, prototyping, and commercialization of an intrinsically safe power supply and a railyard switch safety system used by class 1 rail operators.
Ed joined Pillar after nearly 15 years with Sensus Metering Systems, working to develop water and electricity metering products as well as automated meter reading equipment. While at Sensus, Ed provided product development and cross-functional team and project management skills while collaborating with multiple, nationwide offices. He stood up a new group within the company to provide root-cause manufacturing support on multiple high volume product lines to improve product reliability. That group also supported new product commercialization and release efforts to increase company profits by reducing warranty claims. Ed earned his BS degrees in Electrical Engineering and Computer Engineering from West Virginia University.
Tim Shaw

Chad Schneider

Founder & CEO, Root3 Labs
Chad is a senior mechanical design engineer experienced in the design of complex electromechanical prototypes and products. He grew up in Maryland and was educated locally, with a BS in mechanical engineering from the University of Maryland, College Park and a Master’s of Science in Engineering (M.S.E.) focused on Haptics and Medical Robotics from the Johns Hopkins University. He founded Root3 Labs in 2012 after having worked in the medical device and engineering consulting industries for almost 15 years.
At home and at work, Chad enjoys digging into challenging technical problems, whether that means designing a microfluidic pump from scratch or breathing new life into a neglected bicycle (or computer, or motorcycle). He’s experienced working with startups, manufacturers, and State and Federal Government clients, named on 16 patents, a licensed Professional Engineer (Maryland), a Certified Solidworks Professional (CSWP), a certified forklift operator and trainer, and a certified ABYC Marine Electrician. He also enjoys sharing his love of engineering and entrepreneurship with his wife & three sons.

John Miller

Vice President of Development, Chaberton Energy
John Miller is the vice president of market development at Chaberton Energy, focused on identifying, creating, and expanding market opportunities for a portfolio of 800 MW. He established Chaberton’s community engagement and policy departments and currently oversees all policy and government relations activities for the company.
With more than 15 years of experience in the solar energy industry, John has worked across distributed generation, community solar, utility scale, and residential sectors. He created the Chaberton Cares community reinvestment program, which enhances community benefits in the regions where Chaberton sites projects by providing $5,000 in funding to local nonprofit organizations for every megawatt of new community solar capacity developed.
Previously, John held leadership positions at ReneSola Power Holdings and the Clean Energy Collective, where he led the development of community distributed generation projects in New York, representing more than 170 MW of community solar capacity.
John holds a bachelor’s degree in political science from the College of New Jersey. He is the Maryland Committee Chair of the Chesapeake Solar and Storage Association (CHESSA), and an active member of the Coalition for Community Solar Access (CCSA), the Solar Energy Industries Association (SEIA), and the Joint Solar Parties (JSP).
Kevin Lucas

VP of Policy Analysis, SEIA
Kevin Lucas is SEIA’s Vice President of Policy Analysis. In this role, he focuses on cross-cutting policy issues that are shaping the energy transition. Kevin’s team of subject matter experts focus on topics such as cybersecurity, virtual power plants, rate design, long-term resource planning, distribution system planning, grid reliability, and interconnection reform at the state, regional, and federal level.
He also works with other State Affairs, Regulatory Affairs, and Congressional Affairs team members providing technical support for policy and regulatory issues across the country. Prior to joining SEIA, Kevin worked at the Alliance to Save Energy, a non-profit focused on implementing technology-neutral energy efficiency policies and programs. Before that, Kevin was Director of Policy for the Maryland Energy Administration, focused on efforts including renewable energy, energy efficiency, and greenhouse gas reduction.

Del. Stephanie Smith

Appropriations Committee (District 45)
Stephanie M. Smith was just re-elected to serve her second term in the Maryland House of Delegates where she represents Baltimore City’s 45th State Legislative District. She also chairs the Baltimore City House Delegation to the Maryland General Assembly. A Member of the House Appropriations Committee, Stephanie Chairs the Education and Economic Development Subcommittee and sits on the Capital Subcommittee. During the 2023 session, Stephanie was also appointed the role as the Parliamentarian for the Maryland House of Delegates. Stephanie has successfully passed over two dozen laws addressing public safety, economic justice and education. Stephanie served as the primary sponsor of the CROWN Act which prohibits discrimination of natural and protective hairstyles. By day, Stephanie serves as an Assistant Director for Equity, Engagement and Communications in the City of Baltimore’s Department of Planning.

Ryan Powell

Energy Program Manager, MD Dept. of Commerce
Ryan has 20 years of experience in science, technology and entrepreneurship. His technical background is in molecular biology and biotechnology where his Ph.D. focused on biofuels. After finishing his Ph.D. he founded a renewable energy startup company to commercialize inventions developed during his doctoral work. His company raised over $5.5M from public and private sources including over $2M from SBIRs. Dr. Ryan Opsal is the Director of Energy Policy at the Maryland Energy Administration (MEA). Dr. Opsal previously served as an Energy Policy Manager at MEA. Prior to working at MEA, Ryan was an Adjunct Professor in the Politics and International Relations Department at Florida International University, where he recently completed his doctorate in International Relations. He taught and conducted research in many areas including energy and international political economy.
Tom Sadowski

Executive Director, MD Economic Development Corp.
J. Thomas Sadowski Jr. was appointed as the vice chancellor for economic development by Chancellor Emeritus Robert L. Caret in 2016. Sadowski is the first person to serve in this role, which was created to enable the system to focus its expertise, programs, and resources even more sharply and strategically on the state’s economic development priorities.
Sadowski mobilizes the USM’s support for developing key Maryland industry and workforce clusters, and serves as the USM’s senior representative on university-industry-government collaborations statewide. He is the system’s primary liaison to the state in support of recruiting companies and retaining and growing existing companies. His role at USM is focused on venture creation, tech commercialization, industry and government partnerships, and workforce development.
Prior to joining the USM, Sadowski served as the president and CEO of the Economic Alliance of Greater Baltimore (2008 – 2016), where he conducted strategic marketing and sales missions to major U.S. markets, focused on growing and attracting companies to the region, and used federal and state grant dollars to create programs supporting innovation, commercialization, and entrepreneurship. He also served as EAGB’s executive vice president from 2006 to 2008.
Sadowski also served as executive director of the Harford County Office of Economic Development (1999 – 2006) and as the business development director for the Baltimore County Department of Economic Development (1989 to 1999).
Sadowski is very active in the community, serving on the Baltimore Metropolitan Council Board of Directors, BioHealth Innovation Board of Directors, Cyber Maryland Advisory Board, and UMBC’s Public Policy Advisory Board. He is also past president of the Maryland Economic Development Association.
He has received several honors, including the 2014 “William Donald Schaefer Industrialist of the Year” award from the Baltimore Museum of Industry, and being recognized by The Daily Record as a “Most Admired CEO” in 2015, and an “Influential Marylander” in 2011.

“Dr. Neeraj Gupta, the Technical Director for Carbon Management at Battelle, provides technical and program development leadership for Battelle’s Carbon Capture Utilization and Storage (CCUS) work. He is one of the earliest pioneers in CCUS development, with over 30 years of domestic and international experience in leading carbon dioxide (CO2) storage, CO2 enhanced oil recovery (EOR), and subsurface resource management. Dr. Gupta is also co-leading Battelle’s strategy and development for large-scale hubs for Energy Transition with Hydrogen and Direct Air Capture hubs, and CCUS deployment.
Dr. Gupta’s is the Co-Principal Investigator for the Midwest Regional Carbon Initiative, working to evaluate CCUS across 20 states in midwestern and mid-Atlantic regions, including CO2 storage in the offshore sediments. Ruth Ann Norton is President & CEO of the Green & Healthy Homes Initiative, a nonprofit organization that is dedicated to advancing racial and health equity and opportunity through healthy housing. A national expert and advocate on green and healthy homes, she directs GHHI’s groundbreaking work across the United States where 65 cities, counties and states are using housing as a platform for improved health and social outcomes. Through the implementation of the GHHI comprehensive housing intervention model and its best practices Toolbox that she helped develop, cities are improving the ability of children to arrive in the classroom healthy and ready to learn and to stay in school through reduced asthma related absences.
The architect of the State of Maryland’s 99% reduction in childhood lead poisoning, Ms. Norton has developed over 45 pieces of successful healthy housing legislation that focus on reducing health disparities. Through its current feasibility and development work with healthcare partners and jurisdictions nationally, she heads a GHHI technical assistance team that is creating sustainable models for Medicaid reimbursement for preventive asthma and household injury services.
Ms. Norton serves as a member of the: EPA Children’s Health Protection Advisory Committee, National Leadership Academy for the Public’s Health (NLAPH), National Council of State Housing Agencies’ National Advisory Group, Ohio Asthma Council, and Maryland Lead Poisoning Prevention Commission, and was previously a federally appointed liaison to the CDC’s Advisory Committee on Childhood Lead Poisoning Prevention. Ms. Norton is a Robert Wood Johnson Foundation Community Health Leader, a Weinberg Foundation Fellow, a WE ACT Environmental and Social Justice awardee, and received the Tony Woods Award for Excellence from the Building Performance Industry in 2016 for her efforts to integrate energy efficiency upgrades with healthy homes interventions on a national scale. His team’s portfolio includes climate mitigation and resilience, vehicle electrification, active transportation, and environmental compliance and innovation. He worked for more than 20 years at the Natural Resources Defense Council before joining MDOT, leading initiatives and projects focused on transportation, utility, housing, and clean vehicles policy. Before that he worked with other nonprofit advocacy groups including the Sierra Club, and he served briefly with the Maryland Department of the Environment. Deron graduated from the University of Virginia.

His team recently released Maryland’s Climate Pollution Reduction Plan to reduce statewide greenhouse gas emissions 60% by 2031 and set the state on a path to achieve net-zero emissions by 2045. Mark’s team is also responsible for developing new regulations, conducting Maryland’s official greenhouse gas emissions inventory, staffing the Maryland Commission on Climate Change, and running other stakeholder processes.
Ben Roush

In his 20 year career, Ben has earned an unusually wide variety of certifications, reflecting his unusually wide range of expertise. He is one of a small group of professionals in the United States licensed as mechanical and fire protection engineers, who are also Certified Commissioning Professionals. Ben holds LEED AP BD+C accreditation, and is the past co-chair of the Maryland Chapter of the US Green Building Council. Adam Landsman is the President of PulseIQ, based in Takoma Park, MD. This year, PulseIQ provided energy benchmarking and BEPS advisory services to over 500 properties comprising more than 50 million square feet of real estate in both Montgomery County, Washington, DC, and beyond. Adam is also a member of the Montgomery County Building Performance Improvement Board and the Maryland Clean Energy Center Advisory board.
Before joining PulseIQ, Adam spent 10+ years as a Portfolio Manager and Vice President for a leading local property management. In addition to managing a large and diverse portfolio of community associations, he worked with clients to implement cost-effective energy efficiency strategies.

Ryan Snow

Ryan Snow is a recognized leader in sustainability, with over two decades of experience driving market transformation in the green building industry. As Regional Director of U.S. Market Transformation & Development at the U.S. Green Building Council (USGBC), he leads the implementation of strategies to advance sustainability, health, resilience, and equity in buildings and communities in the U.S. South. Ryan leads a regional team, shaping local engagement, delivering impactful programming, and fostering strategic partnerships to accelerate green building adoption.
Previously, Ryan served as Chief Community Developer at USGBC, where he cultivated partnerships, expanded industry participation, and championed equitable access to sustainability resources. He played a pivotal role in merging over 70 independent chapters into a unified national network, strengthening local impact. His leadership has driven landmark summits engaging thousands at the intersection of sustainability, resilience, and social equity. He also launched USGBC’s education partner program, trained 100+ USGBC Faculty and produced hundreds of hours of educational content for global audiences.
Ryan’s sustainability expertise spans market development, policy, consulting, and education, including his tenure at the Green Building Alliance (GBA) in Pittsburgh, where he advised on affordable housing grants with the Federal Home Loan Bank of Pittsburgh and consulted on the Pittsburgh Green Building Loan Fund and high-performance building projects. He helped establish the NAIOP Sustainable Development Awards, led the first summit on greening historic properties in conjunction with the National Trust for Historic Preservation and Pittsburgh History and Landmarks Foundation, and created a platform for real estate executives to explore the business case for sustainability.
Beyond his professional roles, Ryan has contributed to numerous organizations, including Urban Land Institute, Interfaith Power & Light, Pittsburgh Community Foodbank, American Institute of Constructors, and others. Michael Hindle

Co-Founder & Principal, Passive to POSITIVE
Michael Hindle is the founder and principal of Passive to POSITIVE, a Building Enclosure and Energy Efficiency consulting firm specializing in PASSIVE HOUSE, Zero Energy, Low Carbon, and Resilient Design. He is also co-founder and principal of Common Ecology, a regenerative and permaculture-based design company, focused on regenerative community redevelopment projects.
Michael was trained formally as an artist and was a practicing artist and educator at the college level for 12 years. He began his inquiry into sustainable architecture as a member of an Architecture Design Studio faculty at Miami University of Ohio in 2003. While teaching painting and drawing at Maryland Institute College of Art in Baltimore, MD, he began working with Brennan + Company Architects in Baltimore, researching ways to deepen the firm’s commitment to environmental practice. He turned his attention to architecture full time in 2008, focused on sustainability and climate change impacts. Michael became one of the nation’s first Certified Passive House Consultants (CPHC) in late 2009. He has consulted on Passive House, zero-energy, and Living Building Challenge projects that include single-family and multi-family residential, mixed-use, and small commercial projects from Washington DC to New Hampshire. He has experience in both new construction and retrofits, and is committed to low toxicity, low Global Warming Potential, and carbon sequestering building methods.
In 2014, Michael founded Passive to POSITIVE. Since its founding in 2014, the company has achieved an impressive range of firsts and ground breaking projects: Weinberg Commons, in Washington DC, was the first Certified Passive House Retrofit apartment building in the country, and won the PHIUS 2017 Affordable Project of the year award; The Old Hopkins Rd. Executive Director, Maryland Clean Energy Center
Throughout her career Ms. Magruder has been focused on the balance of environment, economy, and cultural character in effective sustainable economic development.
As Executive Director of the Maryland Clean Energy Center, since 2009, Ms. Magruder manages the statewide green bank working to advance the commercialization and adoption of clean energy products, services, and technologies in Maryland. She collaborates with multiple state and federal agencies, along with utility and private sector partners, to implement climate mitigation and adaptation initiatives. In this role she operates financing programs, administers grants, engages in business development initiatives, oversees outreach, and monitors associated public policy activity.
Previously, as Chief of Staff at the University of Maryland Biotechnology Institute, Ms. Magruder was responsible for strategic planning, staff management and external relations. During appointment as the Director of Resource Based Industries at the Maryland Department of Business and Economic Development (Commerce), she focused on sustaining the agriculture, forestry, mining, fisheries and maritime industry sectors. Working in key positions with various municipalities, Ms. Magruder led local and regional agribusiness, cultural preservation, and ecotourism initiatives to benefit communities on the Eastern Shore of Maryland.
Kathy is a member of the American Green Bank Coalition and currently serves as co-chair of the Association for University Research Parks Climate Technology & Building Caucus. She holds seats on the Maryland Power Plant Research Program Advisory Committee, the Maryland Industrial Partnerships Advisory Board , the Metropolitan Washington Council of Governments Climate, Energy & Environment Policy Committee and is appointed to the Governor’s Economic Competitiveness Sub-cabinet for Maryland.
Sen. Brian Feldman

Maryland State Senator Brian J. Feldman, both an Attorney and a CPA, is Chair of the Senate Education, Energy, and the Environment Committee. Brian serves on the Executive Nominations Committee, the Rules Committee, and the Legislative Policy Committee. He is also a member of the Maryland Commission on Climate Change and the Maryland Economic Development Commission. Nationally, as a member of the National Conferences of State Legislators, he serves as Vice Chair of the Task Force on Energy Supply, and as a member of the Task Force on State and Local Taxation and the Committee on Natural Resources and Infrastructure. Brian also represents Maryland as a member of the Southern States Energy Board. Numerous honors and awards have been conferred on Senator Feldman for his work in the Maryland General Assembly on clean energy. In 2019, Senator Feldman sponsored Maryland’s landmark “Clean Energy Jobs Act” and was recognized by the Community for Solar Access as a “Legislative Champion” and by the Chesapeake Climate Action Network as a “Climate Champion” in 2022. Brian serves on the Board of Directors for the Metropolitan Washington Council of Governments. Senator Feldman and his wife, Janice, have two children who graduated from Montgomery County public schools.

Frederick Hoover

Chair, Maryland Public Service Commission
Frederick H. Hoover was appointed Chair of the Maryland Public Service Commission by Governor Wes Moore for a five-year term beginning on July 1, 2023.
He most recently served as Assistant People’s Counsel in the Maryland Office of People’s Counsel, representing residential consumers of public utilities, retail energy suppliers and other entities before the Maryland Public Service Commission, courts and federal agencies.
Chair Hoover served for more than seven years as director of the Maryland Energy Administration, responsible for coordinating energy policy for the state of Maryland. He subsequently held positions as director of both MEA’s Division of Energy Programs and Division of Renewable Energy. He is a former senior director of the National Association of State Energy Officials, where he directed the electricity policy program including the fuel and grid aspects of both transmission and distribution networks including modernization, renewable energy, and energy efficiency.
Chair Hoover was a founding board member of the Maryland League of Conservation Voters, an organization dedicated to holding elected officials at the legislative and executive level accountable for environmental issues. He was a member of the Maryland Cybersecurity Council.
He serves on the Board of Directors for the Regional Greenhouse Gas Initiative (RGGI) and is a member of the National Association of Regulatory Utility Commissioners (NARUC) Committee on Consumers and the Public Interest and the Committee on Electricity. He was recently appointed to NARUC’s Washington Actions Program, the group that represents NARUC’s interests before federal executive and legislative entities.
A resident of Annapolis, Maryland, Chair Hoover earned his law degree from the University of Baltimore, and a bachelor’s degree from Mount Saint Mary’s University. He also completed Harvard University’s John F. Kennedy School of Government Executive Education Program in Economics and Environment.

Deputy Director, Ralph O’Connor Sustainable Energy Institute
Ben Link serves as the Deputy Director of the Ralph O’Connor Sustainable Energy Institute (ROSEI) and an Associate Research Scientist at the Johns Hopkins Whiting School of Engineering. In his role, Mr. Link leads ROSEI’s Impact initiatives, encompassing state and federal energy policy, technology commercialization, and strategic corporate partnerships. He is also a key member of the ROSEI leadership team, responsible for recruiting top-tier energy faculty to Johns Hopkins University. Prior to joining ROSEI, Ben held senior management positions in global health equity, including Executive Manager of the Johns Hopkins Alliance for a Healthier World and Director of Executive Affairs at Partners In Health. Appointed by the Moore-Miller Administration, Ben will serve a four-year term on the MCEC Board. He holds an MPH from the Johns Hopkins Bloomberg School of Public Health, an MSW from the University of Maryland, and a BA in Political Science from Connecticut College.
Tom Peterson

President & CEO, Center for Climate Strategies
Tom Peterson serves as the President and CEO of the Center for Climate Strategies (CCS). Since founding CCS in 2004, he has directed more than 100 high impact projects and bilateral cooperation initiatives at the local, state, and national levels in the US, Africa, Asia, Latin America, and the Middle East. This includes policy research on multi objective solutions to climate change as well as consensus-based policy planning and assessment processes resulting in the development and implementation of sector level climate change mitigation and adaptation approaches. In addition, Tom serves an Adjunct Professor and Lecturer at the Johns Hopkins’ University Energy Policy and Climate program and as an Adjunct Professor in the Environmental Science and Policy Department at George Mason University. He also is Chair of the City of Fairfax Environmental Sustainability Committee. Tom has authored many studies on public policy decision procedures innovations. He previously served as a Senior White House Advisor, Legislative Fellow to US Senator Joe Lieberman, Economist with the US EPA, and Vice President of DSL Capital Corporation. He holds a BS in Biology from the College of William and Mary, an MS in Environmental Management from Duke University, and an MBA from the University of Texas at Austin.
Abe Silverman

Assistant Research Scholar, Ralph O'Connor Sustainable Energy Institute
Abe Silverman is an assistant research scholar with the Ralph O’Connor Sustainable Energy Institute (ROSEI) focusing on bringing academics, business leaders, and state and federal regulators together to solve the most pressing barriers to the clean energy transition. He joined Hopkins in July 2024.
Silverman is a lawyer licensed to practice law in Maryland and Washington D.C. and received his Juris Doctor from George Washington University Law School in 2001. Before coming to Hopkins, Silverman served as the managing director of non-technical barriers to the clean energy transition at Columbia University’s Center on Global Energy Policy, starting in April 2023.
Prior to his work at Columbia University, he was general counsel and executive policy counsel for the New Jersey Board of Public Utilities from May 2019 to April 2023. Prior to going into state service, Silverman was an executive at NRG Energy, Inc., leading the company’s state and federal markets policy work. Silverman also served at the Federal Energy Regulatory Commission.
Silverman facilitates the Northeast States Collaborative on Interregional Transmission (States Collaborative), which is made up of representatives from ten states—Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont—that have come together to coordinate on transmission grid expansion efforts in coordination with the U.S. Department of Energy.
Silverman received a Bachelor of Science in environmental geology and a Bachelor of Arts in English from the University of Maryland in 1998.
Kim Coble

Executive Director, Maryland League of Conservation Voters
Kim Coble joined Maryland LCV in 2019 after two years as the chief operating officer at US SIF: The Forum for Sustainable and Responsible Investment. Prior to her role at US SIF, Kim worked at the Chesapeake Bay Foundation, including eight years as the Maryland executive director and then six years as vice president of environmental protection and restoration, where she oversaw CBF’s policy, outreach and restoration work throughout the watershed.
Kim holds a master’s of science in public health. She currently is co-chair of the Maryland Commission on Climate Change. Kim was selected as one of Maryland’s Top 100 Women in 2015, appointed as an Admiral of the Chesapeake Bay, served as the valedictorian of her Leadership Maryland class, and was a member of the State Ethics Commission from 2015 to 2019. Kim lives in Annapolis with her husband and two dogs and enjoys spending time at her 120-year-old cabin in the Adirondacks.

Lushaé Cook (he/him/his) was born in Denver, Colorado but claims Phoenix, Arizona as his hometown. He holds a Bachelor of Science in Electrical Engineering and Master of Business Administration from Howard University. He has been a resident of Washington, DC since 2001 when he first began his undergraduate studies. Lushaé’s career efforts have centered on Finance and Accounting across varying industries servings as an Assistant Finance Manager with Four Seasons Hotel Washington, DC, the Finance Manager for US, UK, and APAC regions with Clutch Group LLC, and providing contracted finance and accounting support services to Four Seasons Hotels & Resorts as well as the Watergate Hotel. More recently, Lushaé has played a vital role in the development and deployment of budget-neutral energy efficiency and renewable projects for public, private, and Federal customers across the mid-Atlantic region while serving as a Senior Account Executive with Ameresco, Inc. Currently, Lushaé is the Senior Manager of Innovation and New Programs at Pepco Holdings, Inc. In this role, he drives strategy to advance the development of energy efficient, renewable, and resilient infrastructure projects, establish value-adding partnerships, and manage cross-functional team efforts to prepare for implementation of projects that center equity and connect with communities. In his free time, Lushaé enjoys spending quality time with his family and friends, experimenting with recipes and new culinary techniques, and frequenting live music and varied artistic performances.
Manuel Esquivel

Manuel Esquivel has more than 15 years of experience developing sustainable solutions in different industries and sectors, including energy, real estate, transportation, biofuels, and mining. He is Senior Manager of Government and Regulatory Affairs at Hydrostor, with a focus on Eastern US markets and federal affairs. Before joining Hydrostor, Manuel was Manager of Regulatory Affairs at Enel North America covering Eastern US and Canada RTOs and State activities for demand response, large-scale renewables, and FTM and BTM storage. Prior to that, Manuel worked as Sr. Infrastructure and Energy Planner at the Boston Planning and Development Agency, where he managed the City’s microgrid and district energy programs, and at RMI where he co-developed a model to project India’s transportation sector emissions and analyze policy solutions. Prior to joining MAREC Action, Evan served as Manager of Media Relations at the American Wind Energy Association (now part of the American Clean Power Association), where he directed national media engagement strategies to elevate the profile of the wind energy industry. He also worked as a community relations consultant for an offshore wind project, focusing on stakeholder engagement and public outreach.

Obi Linton

Commissioner, Maryland Public Service Commission
Odogwu Obi Linton was appointed to the Maryland Public Service Commission in 2017, reappointed in 2022, and again in 2025 by Governor Wes Moore. He brings over two decades of leadership experience in energy policy, utility regulation, consumer protection, and regulatory law, with a strong focus on ensuring reliable, affordable, and equitable utility service for Maryland residents.
Commissioner Linton has served in multiple capacities at the Commission, including Director of the Consumer Affairs Division, where he led the development of comprehensive consumer protection regulations for Maryland’s competitive energy markets and managed the state’s Supplier Diversity Program to expand participation in utility supply chains. He previously served as Deputy Staff Counsel for the Commission, handling complex regulatory matters involving rate design, market oversight, and service quality standards.
Commissioner Linton was appointed by Governor Moore as the Commission’s representative on the Washington Metropolitan Area Transit Commission (WMATC). Nationally, Commissioner Linton has held leadership roles with the National Association of Regulatory Utility Commissioners (NARUC), including Chair of the Consumers and the Public Interest Committee, member of the Emergency Preparedness Task Force, and founding Chair of the Supplier and Workforce Diversity Staff Subcommittee. Throughout his career, he has moderated or participated in more than one hundred national and regional panel discussions, addressing a broad range of topics including ratepayer protections, energy affordability, climate policy, and small business market access.
Prior to his public service roles, Commissioner Linton practiced regulatory and energy law representing consumers, small businesses, and competitive suppliers. Earlier in his career, he served as regulatory counsel for Baltimore Gas and Electric Company and as a judicial law clerk for the Honorable Evelyn Omega Cannon of the Circuit Court for Baltimore City.
Commissioner Linton holds a Juris Doctor from the University of Maryland Francis King Carey School of Law, where he served as Founding Editor-in-Chief of the Journal of Health Care Law and Policy. He earned dual bachelor’s degrees in Administration of Justice and Africana Studies from Rutgers University.

Kumar Barve

Commissioner, Maryland Public Service Commission
Kumar P. Barve was appointed to the Maryland Public Service Commission in May 2023 by Governor Wes Moore, to fill out a term ending in June 2024. He was later appointed to a new five-year term to begin July 1, 2024. Prior to his appointment, he had served in the Maryland House of Delegates since 1991, holding leadership roles including Chair of the Environment and Transportation Committee, Majority Leader, and Chair of the Montgomery County House delegation. While in the General Assembly he worked on issues including environmental regulation, energy generation and conservation, and greenhouse gas reduction. Notably, he was the first Indian-American in the country to be elected to a state legislature.
Sen. Brian Feldman

Chair, Senate Education, Energy, and the Environment Committee (District 15)
Maryland State Senator Brian J. Feldman, both an Attorney and a CPA, is Chair of the Senate Education, Energy, and the Environment Committee. Brian serves on the Executive Nominations Committee, the Rules Committee, and the Legislative Policy Committee. He is also a member of the Maryland Commission on Climate Change and the Maryland Economic Development Commission. Nationally, as a member of the National Conferences of State Legislators, he serves as Vice Chair of the Task Force on Energy Supply, and as a member of the Task Force on State and Local Taxation and the Committee on Natural Resources and Infrastructure. Brian also represents Maryland as a member of the Southern States Energy Board. Numerous honors and awards have been conferred on Senator Feldman for his work in the Maryland General Assembly on clean energy. In 2019, Senator Feldman sponsored Maryland’s landmark “Clean Energy Jobs Act” and was recognized by the Community for Solar Access as a “Legislative Champion” and by the Chesapeake Climate Action Network as a “Climate Champion” in 2022. Brian serves on the Board of Directors for the Metropolitan Washington Council of Governments. Senator Feldman and his wife, Janice, have two children who graduated from Montgomery County public schools.

Paul Pinsky

Director, Maryland Energy Administration
Paul Pinsky was appointed by Governor Moore to be the Director of the Maryland Energy Administration and he took office on January 18, 2023.
Prior to his appointment as director, he was elected to the Maryland state senate seven times. As a senator, he chaired the Education, Health and Environmental Affairs Committee. He has also served on the Maryland Commision on Climate Change since its inception.
Pinsky has been a long-time champion in the fight to address climate change and clean up the Chesapeake Bay. He is the principal author of dozens of environmental laws that have helped shape most major state environmental policies in Maryland over the last two decades.
As senator, he sponsored the landmark Climate Solutions Now legislation, passed in 2022, which requires Maryland to slash emissions 60% by 2031 and to achieve net zero emissions by 2045. He was also the lead sponsor of: the watershed 2006 Healthy Air Act which included mandating Maryland’s membership in the Regional Greenhouse Gas Initiative (RGGI); legislation codifying the Climate Commission; and the 2009 and 2016 Greenhouse Gas Reduction Acts. He also co-sponsored the Clean Energy Jobs Act to require Maryland to obtain at least 50% of its electricity from renewable sources by 2030.
Paul Pinsky served on the Commission on Innovation & Excellence in Education (the Kirwan Commission) and was a major architect of the Blueprint for Maryland’s Future which aims to transform Maryland’s education system.
He is also a longtime advocate for social, economic and environmental justice.
Director Pinsky worked in the education field for over 40 years, teaching high school history, advocating for teachers and their working conditions and consulting and developing policy focused on improving teacher quality.

Kevin Lucas

Kevin Lucas is SEIA’s Vice President of Policy Analysis. In this role, he focuses on cross-cutting policy issues that are shaping the energy transition. Kevin’s team of subject matter experts focus on topics such as cybersecurity, virtual power plants, rate design, long-term resource planning, distribution system planning, grid reliability, and interconnection reform at the state, regional, and federal level.
He also works with other State Affairs, Regulatory Affairs, and Congressional Affairs team members providing technical support for policy and regulatory issues across the country. Prior to joining SEIA, Kevin worked at the Alliance to Save Energy, a non-profit focused on implementing technology-neutral energy efficiency policies and programs. Jason Stanek

Executive Director of Governmental Services, PJM
Jason M. Stanek is the Executive Director for Governmental Services at PJM Interconnection, LLC. He most recently served as Chairman of the Maryland Public Service Commission from 2018 to 2023. Before that, he was Senior Counsel to the Energy Subcommittee of the U.S. House of Representatives’ Committee on Energy and Commerce where he advised on matters involving national energy policy, with specific focus on electricity issues and the operations of the regional power markets. He also served in senior positions at FERC for 16 years, advising both a chairman and a commissioner. Jason received a law degree from the State University of New York at Buffalo and a bachelor’s degree from Tulane University. He also completed studies at American University and the University of North Carolina.
Will Ellis

William is a nationally recognized leader in energy policy, grid modernization and climate change. In 2015, he was first recognized by Association of Energy Service Professionals (AESP) as the “One to Watch” for his contribution related to energy efficiency and sustainability. William was awarded Modern Day Technology Leader at the 2017 Black Engineer of the Year Awards. As recent as 2021, William was recognized by Environment + Energy as the Nation’s Top 100 Leaders, for his work related to decarbonization and electrification transportation.
In his current role as Director of Governmental and External Affairs, William is responsible for engaging in stakeholder relations with state and local officials, community leaders and businesses, consumer and nonprofit organizations within the Pepco Maryland region. Advocating, shaping policy and managing issues to deliver value to our customers and key stakeholders. In 2020, William was appointed to the Prince George’s County Climate Action Commission. He was instrumental in the County’s plan to reduce GHG emissions by 50% by 2030 and achieve carbon neutrality by 2050.
Deron Lovaas

Chief of Environment and Sustainable Transportation, MDOT
Deron Lovaas has worked on state and federal transportation policy for more than three decades. He’s Chief of Environment and Sustainable Transportation in the Secretary’s office at the Maryland Department of Transportation. His team’s portfolio includes climate mitigation and resilience, vehicle electrification, active transportation, and environmental compliance and innovation. He worked for more than 20 years at the Natural Resources Defense Council before joining MDOT, leading initiatives and projects focused on transportation, utility, housing, and clean vehicles policy. Before that he worked with other nonprofit advocacy groups including the Sierra Club, and he served briefly with the Maryland Department of the Environment. Deron graduated from the University of Virginia.

Vice President of Regulatory Policy, Constellation
As Vice President of Regulatory Policy, Sharon Midgley oversees the development and implementation of regulatory strategy for Constellation Energy Corporation, the nation’s largest producer of clean energy. Prior to joining Constellation, Midgley was the Vice President of Federal Regulatory Affairs at Exelon Corporation, overseeing the development and implementation of federal regulatory strategy for the nation’s largest distributor of clean energy. She was responsible for achieving Exelon’s policy objectives in matters before PJM and the Federal Energy Regulatory Commission. Midgley also served as the Chair of PJM’s Members Committee in 2024. Before joining Exelon in 2004, Midgley was in operations at PJM. Midgley has her MBA from Villanova University and a BS in Mathematical Sciences and Economics from Loyola University Maryland.

Lindsay Cherry

Lindsay Cherry is the Director of Policy and Regulatory Affairs at NineDot Energy. She leads efforts to navigate and influence policies and regulations that impact the energy storage market. Prior to joining NineDot, Lindsay worked at Qcells, developing policies to reshore the solar supply chain and to make the supply chain more sustainable and less carbon intensive. She has also worked as a solar analyst for Wood Mackenzie (formerly Greentech media), researching and writing about trends in solar technologies. Manuel Esquivel

Manuel Esquivel has more than 15 years of experience developing sustainable solutions in different industries and sectors, including energy, real estate, transportation, biofuels, and mining. He is Senior Manager of Government and Regulatory Affairs at Hydrostor, with a focus on Eastern US markets and federal affairs. Before joining Hydrostor, Manuel was Manager of Regulatory Affairs at Enel North America covering Eastern US and Canada RTOs and State activities for demand response, large-scale renewables, and FTM and BTM storage. Prior to that, Manuel worked as Sr. Infrastructure and Energy Planner at the Boston Planning and Development Agency, where he managed the City’s microgrid and district energy programs, and at RMI where he co-developed a model to project India’s transportation sector emissions and analyze policy solutions. Paul Hayes

With a career spanning over 30 years, Mr. Hayes is a highly respected Civil and Fire Protection Engineer with
project experience in 34 states. He is recognized as a leader in advancing industry best practices, with a focus
on innovative design and the development of critical safety systems—particularly for Lithium-Ion Battery
facilities. His contributions to the Energy Storage System (ESS) market are substantial, having served as a
trusted consultant, code committee member, and technical expert in the development of safety codes and

Principal Member and Task Chair for NFPA 800 and NFPA 855, where he contributes to critical chapters on

Mr. Daniels has supported hundreds of public-sector clients across the Mid-Atlantic, including K–12 school districts, universities, community colleges, municipalities, correctional facilities, and streetlighting authorities, in achieving their energy efficiency, electrification, and decarbonization goals.
In his current role, Mr. Daniels focuses on business development in the East Region, focusing on client engagement, project design, and the advancement of ESCO solutions such as Energy Savings Performance Contracts, Energy As A Service and other Public Private Partnerships that improve energy efficiency, reduce carbon emissions and modernize aging facilities. Perry Rosensweig is Director, Public Sector with CPower, www.cpowerenergy.com, a leading demand response Curtailment Service Provider (CSP) for Maryland and the nation. In his role, Mr. Rosensweig develops and executes master service agreements (MSAs) and other kinds of contractual arrangements with state and local governments. This allows CPower to pay significant revenues to both public and private sector organizations with no out-of-pocket costs. These organizations often use demand response funds for energy upgrades, other capital costs, and operating expenses. Demand response facilitated by CPower helps avoid blackouts, boosts the supply of renewable energy, and increases electrification levels throughout the grid. His 25+ year energy management career also includes working for energy service companies (ESCOs) and a photovoltaic manufacturer. Mr. Rosensweig holds a juris doctorate from Tulane Law School, earned designation as a Certified Energy Manager (CEM) through the Association of Energy Engineers, and is a proud resident of the state of Maryland.

Anmol Vanamali is a sustainable finance expert with almost 20 years of experience working in climate, energy and infrastructure sectors with corporations, financial institutions, non-profit institutions and governments. Prior to joining MCEC, he was the Director of Innovative Climate Finance at the US International Development Finance Corporation (DFC) where he was responsible for institutional strategy development, transaction underwriting, interagency collaboration and external engagement related to climate finance. Prior to joining the DFC, he was the Director of Sustainable Finance at Winrock International and was responsible for designing and implementing sustainable finance solutions through partnerships with financial institutions and the private sector to achieve global sustainable development goals. Previously, he was the Financing Strategies Director with the Vermont Energy Investment Corporation (VEIC), responsible for designing and implementing impact investments in energy efficiency and renewable energy projects. Prior to VEIC, he was the Director of Finance and Policy Analysis at the Center for Clean Air Policy (CCAP) and was a leading voice in areas of global climate finance and sustainable infrastructure. Earlier in his career, Anmol was part of the Principal Investments team at Macquarie Capital that focused on private equity investments in the renewable energy sector and an Assistant Manager at Gammon Infrastructure Projects Ltd., where he financed and developed large-scale infrastructure in India. He is also currently an Adjunct Professor at the Edmund Walsh School of Foreign Service (SFS) at Georgetown University where he teaches a course that explores the intersection of corporate sustainability and international development. Anmol hails from India originally and has a Bachelor of Sciences degree from PSG College of technology (Coimbatore), a Masters in Business Administration from Sydenham Institute of Management (Mumbai) and a Masters in International Affairs degree from Columbia University (New York). He has business fluency in English, Spanish and Hindi and is conversational in French.

Shannon Moore

Director, Energy & Environment Division, Frederick County
Shannon Moore is the Director of Energy Environment at Frederick County Government. She has 24 years of leadership in the local government sustainability sector. DEE partners with internal government units and outside organizations to manage projects and programs that tackle big issues of the day like clean water, clean air, climate resilience, and environmental justice. Her Division manages the county’s Climate and Energy Action Plan and programs to include stormwater management, alternative fuel vehicles, building energy performance, and clean energy. She is excited to be building Frederick’s first community Resilience Hub and solar photovoltaic-operated microgrid with battery backup at the Prospect Center. This project will incorporate an estimated 1,977 kW of solar power and a 2,000 kW / 2,294 kWh battery storage system that will power its Emergency Operations Center, 911 call center and key county functions during outages. The resilience hub provide vulnerable populations in the neighboring environmental justice community with heating, cooling, medical equipment charging and medicine refrigeration in the event of a disaster. Solar PV will provide approximately 72% of the facility’s electricity use under normal operations and 100% of emergency needs.

Abby Despres

Program Director, Clean Energy Solutions Inc.
Abigail Despres is the Program Director at Clean Energy Solutions, Inc., and is involved in the management and development of all their clean energy projects. Most recently, Ms. Despres led a four-party $20 million proposal for a Community Change Grant under the EPA Environmental Justice Initiative for new construction, solar, and energy retrofits for the El Paso Housing Authority, which is currently under review. She is also leading the project management for developing an Energy Assurance Plan for the City of Hampton, Virginia. Most relevant to the North Carolina Solar for All project, Ms.Despres works with CESI Chairman David Dayton on six Massachusetts microgird projects featuring solar and batteries, among other various renewable energy projects that encompass project scoping, development, financing, and design. She manages the work of a half dozen partner firms in the low-income neighborhoods participating in the projects. She is a subject matter expert in relevant microgrid policy in Massachusetts and is deeply familiar with state and federal-level incentives for similar projects. She is also a specialist in principles of environmental justice with expertise in democratic organizing, participatory action research, community engagement, and energy justice. She holds a masters in public policy and a master’s in business administration from Brandeis University, as well as a bachelor’s in political science from the University of Maine.

Antoine M. Thompson is a nationally recognized leader for environmental justice, green business, housing, diversity, and urban policy. Antoine is the Executive Director of the Greater Washington Region Clean Cities Coalition (GWRCC), a public-private partnership that promotes the use of clean, American transportation fuels for homeland security, improved air quality, environment justice, diversity, and inclusion.
He is the former Executive Director of the National Association of Real Estate Brokers (NAREB) the oldest organization of African American real estate professionals in the United States. Antoine led efforts to increase advocacy on Capitol Hill on closing the racial wealth gap through increasing the rate of Black homeownership.
He had a significant public service career in his hometown of Buffalo, New York. His positions have included election to Buffalo Common Council where he authored the Buffalo’s Fair Housing Law, the Minority and Women Business Enterprise Inclusion Law and secured over $75 million for community development projects. Ben Link serves as the Deputy Director of the Ralph O’Connor Sustainable Energy Institute (ROSEI) and an Associate Research Scientist at the Johns Hopkins Whiting School of Engineering. In his role, Mr. Link leads ROSEI’s Impact initiatives, encompassing state and federal energy policy, technology commercialization, and strategic corporate partnerships. He is also a key member of the ROSEI leadership team, responsible for recruiting top-tier energy faculty to Johns Hopkins University. Prior to joining ROSEI, Ben held senior management positions in global health equity, including Executive Manager of the Johns Hopkins Alliance for a Healthier World and Director of Executive Affairs at Partners In Health. Kristen began her career as a 7th-grade science teacher, where she saw firsthand how schools serve as the heart of their communities. That experience sparked a passion for making schools more sustainable, leading her to roles with the Center for Green Schools at USGBC and Generation180’s Electrify Our Schools initiative. Today, as the Decarbonizing Public Schools Manager at the Maryland Energy Administration, Kristen supports K–12 schools and higher education institutions by providing grants that fund clean energy and decarbonization projects across the state. Senior Vice President – Corporate Citizenship, PSEG
Richard T. Thigpen was named senior vice president for Corporate Citizenship in July 2018. Mr. Thigpen also is chair of the PSEG Foundation. He is responsible for supporting areas of the business that are impacted by public policy through advocacy, including federal, state and local government affairs, sustainability, charitable activities, and corporate social responsibility. Mr. Thigpen is a member of PSEG’s Senior Executive Team.
Mr. Thigpen joined PSEG in March 2007 as vice president for State Governmental Affairs, PSEG Services Corp. He has been a public affairs consultant since 1999 and was a co-founding partner of 1868 Public Affairs, which provides lobbying, strategic planning, public relations and government relations services to clients in New Jersey, New York and Washington, D.C.
Previously, Mr. Thigpen was an associate at the New York law firm of Thacher Proffitt and Wood in the mortgage-backed securities practice group (1988 to 1990), district director for U.S. Rep. Donald Payne (NJ-10) (1990 to 1996) and executive director of the New Jersey Democratic State Committee (1996 to 1999). He has served as a political analyst for New Jersey Network and as an academic associate for PublicMind, Fairleigh Dickinson University Polling and Survey Research Institute. Mr. Thigpen was a former assistant to the president of the NAACP State Conference for Public Affairs. I. Katherine Magruder

Executive Director, Maryland Clean Energy Center
Throughout her career Ms. Magruder has been focused on the balance of environment, economy, and cultural character in effective sustainable economic development.
As Executive Director of the Maryland Clean Energy Center, since 2009, Ms. Magruder manages the statewide green bank working to advance the commercialization and adoption of clean energy products, services, and technologies in Maryland. She collaborates with multiple state and federal agencies, along with utility and private sector partners, to implement climate mitigation and adaptation initiatives. In this role she operates financing programs, administers grants, engages in business development initiatives, oversees outreach, and monitors associated public policy activity.
Previously, as Chief of Staff at the University of Maryland Biotechnology Institute, Ms. Magruder was responsible for strategic planning, staff management and external relations. During appointment as the Director of Resource Based Industries at the Maryland Department of Business and Economic Development (Commerce), she focused on sustaining the agriculture, forestry, mining, fisheries and maritime industry sectors. Working in key positions with various municipalities, Ms. Magruder led local and regional agribusiness, cultural preservation, and ecotourism initiatives to benefit communities on the Eastern Shore of Maryland.
Kathy is a member of the American Green Bank Coalition and currently serves as co-chair of the Association for University Research Parks Climate Technology & Building Caucus. Sharon Midgley

As Vice President of Regulatory Policy, Sharon Midgley oversees the development and implementation of regulatory strategy for Constellation Energy Corporation, the nation’s largest producer of clean energy. Prior to joining Constellation, Midgley was the Vice President of Federal Regulatory Affairs at Exelon Corporation, overseeing the development and implementation of federal regulatory strategy for the nation’s largest distributor of clean energy. She was responsible for achieving Exelon’s policy objectives in matters before PJM and the Federal Energy Regulatory Commission. Midgley also served as the Chair of PJM’s Members Committee in 2024. Before joining Exelon in 2004, Midgley was in operations at PJM. Midgley has her MBA from Villanova University and a BS in Mathematical Sciences and Economics from Loyola University Maryland.

He co-founded Runwise with Lee Hoffman and Michael Cook to help operators run more comfortable and efficient properties. Jeff holds both a CEM and CBCP through the Association of Energy Engineers.
Ben Roush

Principal, Director of Engineering, FSi Engineers
In his 20 year career, Ben has earned an unusually wide variety of certifications, reflecting his unusually wide range of expertise. He is one of a small group of professionals in the United States licensed as mechanical and fire protection engineers, who are also Certified Commissioning Professionals. Ben holds LEED AP BD+C accreditation, and is the past co-chair of the Maryland Chapter of the US Green Building Council. He currently is the vice chair of the USGBC Energy and Atmosphere Technical Advisory Group and is the AIA Baltimore Committee on the Environment Co-chair. All of this combines to give him a wide lens through which to view his clients’ projects. With each project, Ben takes into account maintainability, industry best-practices, working within limited budgets, and looking for innovative ways to maximize sustainability.
With appreciation to those who mentored him in the past, Ben pays it forward by mentoring FSi staff. He leads FSi’s teams that focus on commissioning, LEED services, fire protection, energy modeling, acoustic modeling, and steam modeling. Dr. Nandini Mouli

Michael Hindle

Co-Founder & Principal, Passive to POSITIVE
Michael Hindle is the founder and principal of Passive to POSITIVE, a Building Enclosure and Energy Efficiency consulting firm specializing in PASSIVE HOUSE, Zero Energy, Low Carbon, and Resilient Design. He is also co-founder and principal of Common Ecology, a regenerative and permaculture-based design company, focused on regenerative community redevelopment projects.
Michael was trained formally as an artist and was a practicing artist and educator at the college level for 12 years. He began his inquiry into sustainable architecture as a member of an Architecture Design Studio faculty at Miami University of Ohio in 2003. While teaching painting and drawing at Maryland Institute College of Art in Baltimore, MD, he began working with Brennan + Company Architects in Baltimore, researching ways to deepen the firm’s commitment to environmental practice. He turned his attention to architecture full time in 2008, focused on sustainability and climate change impacts. Michael became one of the nation’s first Certified Passive House Consultants (CPHC) in late 2009. He has consulted on Passive House, zero-energy, and Living Building Challenge projects that include single-family and multi-family residential, mixed-use, and small commercial projects from Washington DC to New Hampshire. He has experience in both new construction and retrofits, and is committed to low toxicity, low Global Warming Potential, and carbon sequestering building methods.
In 2014, Michael founded Passive to POSITIVE. Since its founding in 2014, the company has achieved an impressive range of firsts and ground breaking projects: Weinberg Commons, in Washington DC, was the first Certified Passive House Retrofit apartment building in the country, and won the PHIUS 2017 Affordable Project of the year award; The Old Hopkins Rd. Sen. Ron Watson

Senate Education, Energy and the Environment Committee (District 23)
Dr. Ron Watson, born and raised in Prince George’s County, currently serves as State Senator for the 23rd Legislative District in the Maryland General Assembly. Ron was appointed to the Maryland Senate on August 27, 2021, by Gov. Larry Hogan to fill the vacancy created by Douglas Peters, who resigned July 31, 2021. He was re-elected to the Senate on November 8, 2022. He is the Vice Chairman of the Prince George’s Senate Delegation. He serves on the Education, Energy and Environment Committee, and was appointed to the Joint Committee on Cyber, Biotech and Information Technology for the state of Maryland.
Prior to serving as Senator, he was elected to the Maryland House of Delegates in 2018 where he served on the Judiciary Committee.
Before being elected to the House of Delegates, Ron was elected to the Prince George’s County Board of Education and served as Vice-Chairman from 2007 – 2010. In this capacity he spearheaded many programs to enhance the learning experience for students to be successful. One program Ron established with the assistance of the School board was “Connecting Generations”. This initiative was a county-wide mentoring program designed to improve student success and build social skills by pairing a student with an adult mentor.
Ron had a distinguished military career spanning 14 years as an Army Signal Officer and served on active duty to support Operation Enduring Freedom. Upon leaving military service he started, and is the President of, Watson Management Corporation (WMC). WMC is a locally based business management consulting company, which provides support to the Department of Defense (DOD) and other government agencies in Business Operations, Program Management, Quality Assurance, and Process Improvement. Ron has been working as a consultant to the DOD for over 30 years.

Kim Coble

Executive Director, Maryland League of Conservation Voters
Kim Coble joined Maryland LCV in 2019 after two years as the chief operating officer at US SIF: The Forum for Sustainable and Responsible Investment. Prior to her role at US SIF, Kim worked at the Chesapeake Bay Foundation, including eight years as the Maryland executive director and then six years as vice president of environmental protection and restoration, where she oversaw CBF’s policy, outreach and restoration work throughout the watershed.
Kim holds a master’s of science in public health. She currently is co-chair of the Maryland Commission on Climate Change. Kim was selected as one of Maryland’s Top 100 Women in 2015, appointed as an Admiral of the Chesapeake Bay, served as the valedictorian of her Leadership Maryland class, and was a member of the State Ethics Commission from 2015 to 2019. Kim lives in Annapolis with her husband and two dogs and enjoys spending time at her 120-year-old cabin in the Adirondacks.
Meghan Conklin

Meghan Conklin serves as the first Chief Sustainability Officer to the State of Maryland, in the Office of Governor Wes Moore.
Meghan has over 20 years of experience in climate change, environment, and energy policy from having served in Senior Roles in the Obama Administration, and also in the U.S. Senate and the U.S. House of Representatives.
Meghan previously served for four years as Policy Advisor to Senator Chris Van Hollen (D-MD) on climate, energy, environment, agriculture, science, space, and technology policy. While working for Senator Van Hollen, she helped him enact multiple pieces of legislation benefiting Maryland, including: two climate measures in the Inflation Reduction Act of 2022 (the Greenhouse Gas Reduction Fund and the Home Energy Rebates); the Chesapeake WILD Act; and several initiatives in the 2018 Farm Bill.
In the Obama Administration, Meghan served as Deputy Assistant Secretary for Transmission Permitting in the Office of Electricity at the Department of Energy where she was involved in permitting over 8000 MW of clean energy transmission projects; and was previously Associate Deputy Secretary at the Department of the Interior, and Chief of Staff to the U.S. Fish and Wildlife Service.
Meghan has also worked in Senior Roles on the U.S. Senate Committee on Energy and Natural Resources, and the U.S. House Committee on Natural Resources.

Zachary Schafer

Zachary Schafer was appointed Assistant Secretary for Policy in January 2025. He brings over 15 years of policy expertise, most recently serving as Director for Policy and Special Projects at the U.S. EPA’s Office of Water. He played a pivotal role in shaping and implementing water infrastructure policies under the Bipartisan Infrastructure Law, driving important investments in climate resilience and environmental protection. Evan Vaughan

Executive Director, MAREC Action
Evan Vaughan is the Executive Director of MAREC Action where he leads legislative and regulatory advocacy across PJM states on behalf of over 50 utility-scale wind, solar, and energy storage companies. In this role, he collaborates with policymakers, regulators, and stakeholders to advance clean energy deployment and grid modernization throughout the Mid-Atlantic region.
Prior to joining MAREC Action, Evan served as Manager of Media Relations at the American Wind Energy Association (now part of the American Clean Power Association), where he directed national media engagement strategies to elevate the profile of the wind energy industry. Secretary, Maryland Department of Commerce
The Honorable Harry Coker Jr was appointed by Governor Moore as Maryland’s Acting Secretary of Commerce on February 5, 2025. At Commerce, the state’s primary economic development agency, Coker is focused on working collaboratively to help Maryland “Win the Decade” by developing and sustaining an equitable, robust and competitive economy.
Acting Secretary Coker is a retired Central Intelligence Agency (CIA) senior executive, former National Security Agency (NSA) senior executive and career Naval Officer. He was previously America’s National Cyber Director, serving in the White House from 2023 – 2025.
While serving as Executive Director of the NSA, he directly supported the Director and Deputy Director in the strategic and day-to-day leadership of the Agency. During his service with the CIA, Coker was assigned to leadership positions in the Directorate of Digital Innovation; the Directorate of Science & Technology; and the Director’s Area.
Coker’s service to the nation has been recognized with the awarding of the National Intelligence Distinguished Service Medal, the Presidential Rank Award, the NSA Director’s Distinguished Service Medal, the Intelligence Community EEOD Outstanding Leadership Award, and CIA’s Don Cryer Award for Diversity & Inclusion leadership.
Outside of the government, Coker has served as the President of the Central Intelligence Retirees Association (CIRA) and on the Boards of Directors of the US Naval Academy Foundation; the US Navy Memorial; and Dog Tag, Inc. Throughout her career Ms. Magruder has been focused on the balance of environment, economy, and cultural character in effective sustainable economic development.
As Executive Director of the Maryland Clean Energy Center, since 2009, Ms. Magruder manages the statewide green bank working to advance the commercialization and adoption of clean energy products, services, and technologies in Maryland. She collaborates with multiple state and federal agencies, along with utility and private sector partners, to implement climate mitigation and adaptation initiatives. In this role she operates financing programs, administers grants, engages in business development initiatives, oversees outreach, and monitors associated public policy activity.
Previously, as Chief of Staff at the University of Maryland Biotechnology Institute, Ms. Magruder was responsible for strategic planning, staff management and external relations. During appointment as the Director of Resource Based Industries at the Maryland Department of Business and Economic Development (Commerce), she focused on sustaining the agriculture, forestry, mining, fisheries and maritime industry sectors. Working in key positions with various municipalities, Ms. Magruder led local and regional agribusiness, cultural preservation, and ecotourism initiatives to benefit communities on the Eastern Shore of Maryland.
Kathy is a member of the American Green Bank Coalition and currently serves as co-chair of the Association for University Research Parks Climate Technology & Building Caucus. She holds seats on the Maryland Power Plant Research Program Advisory Committee, the Maryland Industrial Partnerships Advisory Board , the Metropolitan Washington Council of Governments Climate, Energy & Environment Policy Committee and is appointed to the Governor’s Economic Competitiveness Sub-cabinet for Maryland.
