As the CEO of TEDCO, Troy leads the organization’s mission to support economic development through the cultivation of an inclusive entrepreneurial innovation ecosystem.

Troy’s professional experience over the last two decades includes highly visible leadership positions in investment management, telecommunications, information/communication technology, management consulting, and higher education, most recently serving as the Chief Operating Officer of the University of the District of Columbia (UDC). He also founded several entrepreneurial ventures, including the management consulting firms LeMaile-Stovall LLC and GTMS Partners, LLC, and was a co-founder of investment firm GulfSouth Partners.

A recognized expert on entrepreneurship, venture capital, higher education administration, and economic development, Troy is a prolific speaker and author on these topics. He earned his undergraduate degree in electrical engineering from Southern Methodist University, as well as a master’s in computer science from Stanford University and an MBA from Harvard University.

Kelly DeCurtis is the Director of Talent Management for PHI, Kelly is a part of the Human Resources team and she and her team are responsible for the talent management, leadership development, employee and team engagement, DEI engagement, workforce development and cultural strategies for PHI.

Kelly started her career with Vanguard Mutual Fund Company starting in Recruiting and then progressing through various roles finally ending her career at Vanguard as a Six Sigma Green Belt focused on large scale HR cost saving projects and process improvements. Kelly left Vanguard in 2003 to join Exelon Corp in HR originally supporting the Power organization. After leaving the company for a couple of years, Kelly returned to Exelon in 2010 and went on to have roles in BSC HR and Nuclear. She joined the PHI team in February 2018. Kelly was a founding board member of the Okehocking Nature Center in Newtown Square, PA and continues to be an active member of the preservation and conservation efforts in her community. Kelly has two fabulous children and one great dog and they can mostly be found outdoors!

Al Delia is the inaugural vice president for regional development and engagement at Frostburg State University in Frostburg, Maryland. He oversees the University’s efforts to help advance the region it serves through engagement with business, industry, community organizations and government. Prior to his return to Maryland in 2018, Al served in a variety of positions in academe and in government in North Carolina. Positions he has held include service as Secretary of the NC Department of Health and Human Services; Senior Advisor and Policy Director to Governor Bev Perdue; CEO of North Carolina’s Eastern Region Development Commission; and East Carolina University associate vice chancellor for research, economic development and community engagement. Immediately before coming to FSU, Al was director of health access at the Brody School of Medicine at East Carolina University.

Al is a political science graduate of Drew University in Madison, New Jersey. He is married to Cecelia Karas and lives in Cresaptown, Maryland. He has two adult sons, Jordan and Alex.

Al also currently serves on the Maryland Clean Energy Center's Board of Directors.

Dr. Brad Phillips became MACC’s executive director on July 1, 2021. Dr. Phillips works with the Maryland Council of Community College Presidents to determine and execute strategic initiatives for the community colleges, represent the colleges at the state and national level, and promote the importance of community colleges to all Marylanders.

Dr. Phillips has over 20 years of experience in higher education policy having worked at MACC since 2008 and before that at the Maryland Higher Education Commission. During this time he has served on several statewide taskforces and working groups to make certain access to postsecondary educational opportunities remain a priority and that they remain affordable to help Maryland achieve a diverse and inclusive economy.

Dr. Phillips received his Doctorate in Higher Education Management from the University of Pennsylvania Graduate School of Education.

As Executive Director of the Independent Electrical Contractors Chesapeake Chapter for the last 26 years Grant has grown the organization into the largest 4 year apprenticeship program in the State of Maryland with over 900 students. The organization has developed a pipeline through Pre-Apprenticeship programs in partnership with K-12 and Community organizations to recruit individuals and provide them with basic electrical skills for entrance into employment with member companies of the organization.
