RFP Announcement: MD-PACE Program Design and Administration

The Maryland Clean Energy Center (MCEC) is seeking proposals to provide administration of the Maryland Property Assessed Clean Energy (MD-PACE) Program. The purpose of the Program is to provide increased access to commercial PACE financing in order to assist in achievement of Maryland’s clean energy policy goals. The Program will expand and improve long-term financing opportunities for clean energy and climate resilience projects for both existing buildings and new construction, with an emphasis on projects that serve historically economically disadvantaged communities. We seek a vendor who will help us incorporate nationally-recognized best-practices in compliance with all applicable state codes and policy.

The Maryland Clean Energy Center (MCEC) and PACE Financial Servicing (PFS) have administered the MD-PACE Program in partnership since 2015. Under their joint effort, 16 counties have joined the statewide program and over $60 million of C-PACE financing has been deployed across the state of Maryland, making it among the most successful C-PACE programs in the country. In February 2021, one of the world’s largest asset managers, Nuveen, acquired sister companies Greenworks Lending (now “Greenworks Lending by Nuveen”) and PFS. As part of Nuveen, PFS is limited in its ability to engage in contracts with local governments and is therefore exiting its role in the MD-PACE program.
PACE Financial Servicing will continue to provide support to MCEC through the end of 2021 to facilitate a smooth transition to a new vendor, but PFS will no longer be taking on new contracts with public partners and will wrap up its current public contracts by the end of 2021. MCEC will continue to administer the MD-PACE program with a new a vendor in the future, following the contract award for a new MD-PACE Program Administrator.
